REGULAR MEETING
Saturday, July 20, 2019
A. CALL TO ORDER/ROLL CALL
President Boucke called the Regular meeting of the Board of Directors of the Stinson Beach
County Water District to order on Saturday, July 20, 2019, at 9:30 a.m., at the Stinson Beach
County Water District office, located at 3785 Shoreline Highway, Stinson Beach, CA 94970.

B. PUBLIC EXPRESSION
Director Nelsen had a comment about the procedure of removing items from the Board agenda.
He would feel more comfortable if this were a Board decision rather than just a Presidential
decision. Specifically, Item D.1. was removed from the July 20, 2019 Board Agenda without the
full decision of the Board. This item concerned discussion and possible direction to staff re: a
Resubmitted/Redesign Application to install a new standard pressure dosed wastewater system
at 6976 Panoramic Highway, Barbara Hancock, Owner, Account No. 3937.
There were, however, extenuating circumstances that led to the decision of President Boucke to
postpone the hearing on the application to the August 17, 2019 Board meeting. The Board
agreed that the full Board will be involved in any future postponements.
Lena Scott, one of the owners of 6976 Panoramic Highway, expressed her disappointment in
the postponement. She was invited by the Board to pick another date. After discussion, the
Board by consensus moved the regular Board meeting date from August 17, 2019 to Saturday,
August 24, 2019 and to place the wastewater project at 6976 Panoramic Highway on the
agenda for August 24.
C. SETTING OF AGENDA
The order of the agenda was changed to hear first item No. 3, E.
General Business, relating to a Water Use Charge Reduction Request.
E. GENERAL BUSINESS

Discussion and possible direction to staff to grant a Water Use Charge Reduction
Request for Carol Benet, 200 Buena Vista Avenue, Account #484001.
Mr. and Mrs. Benet, who live part-time at their home at 200 Buena Vista Avenue, have requested a water use charge reduction of their $910.28 water bill for the period May 29, 2019 to June 28, 2019 for 40,998 gallons of water usage, which occurred mainly over a four day period. The Benets only became aware of the leak of 337 gallons per hour upon notification by the District. The Benets have in the meantime signed up for the on-line portal to monitor their future water usage. Who used the water and where the water went is a mystery. The Benets were not at the property during this period.
The Board reviewed the District's current Resolution that establishes policy for water use charge reductions. The Resolution states in part "Usage cost above 29,920 gallons but less than 120,000 gallons may be calculated at the District's current cost for delivering a gallon of water." Based on this, a water usage reduction would be $130.66.
Director Nelsen made a motion to reduce the Benets' water bill by $130.66. Director Zell seconded the motion. The motion passed unanimously by President Boucke, Vice President Baskin, and Directors Cross, Nelsen and Zell. The Benets were also granted the option to pay the balance due over a 6 month period, interest free.
D. PUBLIC HEARING

Discussion and possible direction to staff re: a Variance Application to install a new
alternative wastewater system at 208 Seadrift Road, Jay Cohen Residence Trust ,
Account No. 6520.
This variance application is in response to an increase of the building habitable space. The maximum and average daily wastewater flow rates are 600 gallons and 400 gallons, respectively. There is an existing single family residence of approximately 2,338 square feet and a 605 square foot garage which will be demolished. The lot is approximately 25,200 square feet and is located on the ocean side of Seadrift Road. The existing single field gravity system, rated at a maximum daily flow rate of 200 gallons, will be abandoned and/or removed.
The proposed wastewater design includes a 1,500 gallon septic tank, a 1,500 gallon process tank, 810 gallon sump tank, recirculating textile filter, dual raised leaching beds, and a diversion valve. A variance to Section 4.19.010 Use of Alternative Wastewater Systems Designs is required for use of the recirculating textile pretreatment device.
Neighbor notifications were sent timely and no comments were received from the RWQCB. The square footage in condition c. of draft Resolution No. WW 2019-11 should be increased from 3,000 to 3,300 square feet to match Title IV Section 4.15.621 Design Flow.
With this modification, Director Nelsen motioned to approve draft Resolution No. WW 2019-11, Granting a Variance to the Requirements of the Stinson Beach County Water District Wastewater Treatment Regulations Ordinance No. 2014-04 to Utilize al Alternative Wastewater System for property located at 208 Seadrift Road. Director Cross seconded the motion. The motion passed unanimously by President Boucke, Vice President Baskin, and Directors Cross, Nelsen and Zell. -
Discussion and possible direction to staff re: a Variance Application to install a new
alternative wastewater system at 209 Dipsea Road, Garrison & Thomas, Owners, Account
No. 8160.
This variance application is to replace a failing wastewater system and increase the maximum and average daily wastewater flow rates to 300 gallons and 200 gallons, respectively. The current dual field gravity system is rated at a maximum daily flow rate of 150 gallons. The variance proposed is for use of an alternative Aerobic Treatment Unit instead of a standard intermittent sand filter pretreatment device. There is an existing single family residence with approximately 1,042 square feet of living space and a 476 square foot garage. Increasing the wastewater flow rate may potentially allow an increase of the habitable space up to 1,900 square feet.
The proposed wastewater design includes a 1,500 gallon septic tank with Aerobic Treatment Unit, an 810 gallon sump tank, dual raised leaching beds, and a diversion valve. The existing septic tank and gravity leach field will be abandoned in place. A variance to Section 4.19.010 Use of Alternative Wastewater System Designs is required for use of the alternative Aerobic Treatment Unit pretreatment device. Neighbor notifications were sent timely and no comments were received from the RWQCB.
Director Cross moved to adopt draft Resolution No. WW 2019-10 Granting a Variance to the Requirements of the Stinson Beach County Water District Wastewater Treatment Regulations Ordinance No. 2014-04 to Utilize an alternative system for property located at 209 Dipsea Road. Director Nelsen seconded the motion. The motion passed unanimously by President Boucke, Vice President Baskin, and Dirctors Cross, Nelsen and Zell.
E. GENERAL BUSINESS

Discussion and possible direction to staff regarding the establishment of the Gann
Property Tax Appropriations Limit for the District for Fiscal Year 2019 - 2020.
Article XIIIB of the California Constitution (the "Gann Initiative") and implementing legislation requires each local agency to review its "appropriations limitation" on an annual basis. The "appropriations limit" is the maximum amount of "proceeds of taxes" which the District can receive during the fiscal year.
The June 5, 2018 election set the District's appropriations limit for FY 2018-2019 at $2,095,177 and authorized the District to use that number to calculate limits for fiscal years 2019-2020 through 2021-2022.
Based on data released by the Department of Finance on per capita income and population changes, the District's appropriations limit for the coming fiscal year is $2,176,051.
Vice President Baskin made a motion to adopt draft Resolution No. GB 2019-03, a Resolution of the Board of Directors of the Stinson Beach County Water District Establishing the Appropriations Limit Applicable to the District During Fiscal Year 2019-2020. Director Cross seconded the motion. The motion was passed unanimously by President Boucke, Vice President Baskin, and Directors Cross, Nelsen and Zell. -
Discussion and possible direction to staff regarding the District's written and planned
interaction with other community organizations in addressing community disasters.
Local resident Richard Reasoner has requested that all of the agencies/organizations in Stinson Beach share their Emergency Response Plan in their customer base. The District's Emergency Response Plan is utilized as a procedural guideline to define and direct District response during major emergencies such as catastrophic earthquakes, fire, storm, flood, or terrorist attack. The District's primary objective will be to insure the integrity of drinking water for consumer use until the water system can be returned to normal service. Customers are free to come into the District office and review the plan.
F. APPROVAL OF MINUTES
Director Zell moved to approve the minutes of June 15, 2019. Director Nelsen seconded the
motion. The motion was passed unanimously by President Boucke and Directors Cross, Nelsen
and Zell. Vice President Baskin had left the meeting prior to the vote.
G. APPROVAL OF DISBURSEMENTS
Director Nelsen moved to approve the disbursements of June 14, 2019. Director Cross
seconded the motion. The motion was passed unanimously by President Boucke and Directors
Cross, Nelsen and Zell. Vice President Baskin had left the meeting prior to the vote.
H. MANAGER'S REPORT
The General Manager discussed his monthly report. Noadiah Eckman of Eckman
Environmental Designs, who designed the new wastewater system for the property at 3265
Shoreline Highway, advised the General Manager that she had measured the wastewater flow
and it was within the limit of the permitted discharge totals.
The Board was reminded of the required Sexual Harassment Prevention training. JPIA is
sponsoring a webinar on August 8, 2019 from 2:00 p.m. to 4:00 p.m., which can be accessed
either in the District office or on home computers.
AB 1826 is state law that requires any account that has four cubic yards of service/week of
trash, recycling and organics to subscribe to commercial organics services. The Stinson Beach
County Water District has been identified as being subject to the law, but will seek an
exemption.
