BOARD MEETING MINUTES

REGULAR MEETING
Saturday, February 15, 2020

A.    CALL TO ORDER/ROLL CALL

In the absence of President Baskin, Vice President Cross called the Regular meeting of the Board of Directors of the Stinson Beach County Water District to order on Saturday, February 15, 2020, at 9:30 a.m., at the Stinson Beach County Water District office, located at 3785 Shoreline Highway, Stinson Beach, CA 94970.

D.    PUBLIC HEARING

  1. Discussion and possible direction to staff re: a Variance Application to install a new alternative wastewater system at 11 Alameda Patio, Zailan & Thurber et al, Account No. 1100.
    The old wastewater system was replaced in September 2016 with an alternative wastewater system as a repair, which incorporates a 1,500 gallon septic tank with an aerobic treatment unit, 500 gallon sump tank, and dual raised bed dispersal fields. The maximum and average flow rate are 150 and 100 gallons per day, respectively. Two variances under Section 4.15.100 Site Criteria - Setbacks and Section 4.19.010 Use of Alternative Wastewater Systems Designs were approved for a repair system. The raised dispersal bed meets the 3 foot separation requirement from seasonal high groundwater. Based on observation of the subject property, the edge of water body/ocean is assumed at the sand dunes.

    The owner has received Marin County Costal and Design Review approval for a new 1,383 square foot single-family residence on a 5,159 square foot lot. Per Section 4.01.410 of the District's Title IV Code, Alterations and Additions Amounting to New Construction, the applicant, "....shall demonstrate that all of the existing septic systems components meet requirements set forth in this code." Notification to the Regional Water Quality Control Board and neighbor notifications were sent timely. The Wastewater Committee recommended approval at its February 10, 2020 committee meeting.

    The Board discussed possible meanings of the word "materially" as shown on item No. 4 of Draft Resolution No. WW 2020-01: "The variance will not materially affect adversely the condition of ....." Perhaps "measurably" is a better substitute. Vice President Cross suggested the wording be reviewed at a future Wastewater Committee meeting.

    Director Nelsen made a motion to adopt Draft Resolution No. WW 2020-01 Granting a Variance to the Requirements of the Stinson Beach County Water District Wastewater Treatment Regulations Ordinance No. 2014-04 to Utilize an Existing Alternative Wastewater System with Setback Reductions for Property Located at 11 Alameda Patio, Stinson Beach. Director Boucke seconded the motion. The motion passed unanimously by Vice President Cross and Directors Boucke, Nelsen and Zell.

E.    GENERAL BUSINESS

  1. Discussion and possible direction to staff re: A Resolution of the Board of Directors Establishing a Residential Water Service Termination Policy.
    Senate Bill 998 requires urban and community water systems to have a written policy on discontinuation of water service to certain types of residences for non-payment of their water bill. The policy, effective April 1, 2020, must be posted on the District's website in English, Spanish, Chinese, Tagalog, Vietnamese, and Korean.

    Vice President Cross noted that the written notice to terminate water service be sent by certified mail. With this addition, Director Boucke moved to approve draft Resolution No. GB-2020-01, a Resolution of the Board of Directors Establishing a Residential Water Service Termination Policy. Director Zell seconded the motion. The motion passed unanimously by Vice President Cross and Directors Boucke, Nelsen and Zell.
  2. Discussion and possible direction to staff re: Onsite Wastewater Management Program 2019 Annual Report.
    The report includes yearly rainfall, which was 36.13 inches as of June 2019; however, this year we have only had one-half of the normal rainfall to date. It was noted that the Annual Monitoring Summary included ten grandfathered in seepage pits. These seepage pits will be discussed at the next Wastewater Committee meeting.

    It was noted that the District has no jurisdiction over special events held on GGNRA or County land. Director Nelsen moved to approve the District's Onsite Wastewater Management Program 2019 Annual Report (July 1, 2018 through June 30, 2019). Director Boucke seconded the motion. The motion passed unanimously by Vice President Cross and Directors Boucke, Nelsen and Zell.

F.    APPROVAL OF MINUTES

Director Boucke noted that the wording on Page 1, line 42, of the January 18, 2020 minutes should be revised to state that the total increase of 6.37% is comprised of the base increase of 5.00% plus the adjusted CPI increase of 1.37%. With this correction, Director Zell moved to approve the minutes. Director Nelsen seconded the motion. The motion was passed unanimously by Vice President Cross and Directors Boucke, Nelsen and Zell.

G.    APPROVAL OF DISBURSEMENTS

Director Boucke moved to approve the disbursements of January 16, 2020. Director Zell seconded the motion. The motion was passed unanimously by Vice President Cross and Directors Boucke, Nelsen and Zell.

H.    MANAGER'S REPORT

The General Manager discussed his monthly report. He had attended a meeting in front of the library to discuss the cause of water running down the side of Highway One. It was determined the water was ground water emanating from the hills above town and not from a broken water line. Attendees included Supervisor Dennis Rodoni, Caltrans personnel, library employees and others. Caltrans will not dredge the drainage ditch on the other side of Highway One as the area under the driveways is private property and the homeowner must hire a private contractor to do the work.

The 21 Calle del Onda wastewater project will become before the Board at the March 21, 2020 Board meeting.
