BOARD MEETING MINUTES

SPECIAL MEETING
Tuesday, March 29, 2022

A.    CALL TO ORDER/ROLL CALL

President Morey Nelsen called to order the Special meeting of the Board of Directors of the Stinson Beach County Water District on Tuesday, March 29, 2022, at 2:00 p.m., held via Zoom teleconferencing due to the COVID-19 pandemic and in accordance with Assembly Bill 361, which modifies government code 54953.

B.    PUBLIC EXPRESSION

None.

C.    SETTING OF AGENDA

There being no modifications, the agenda was unanimously adopted as set by the board.

D.    GENERAL BUSINESS

  1. Discussion and possible direction to staff re: recruitment of General Manager.
    Speaking for the ad hoc recruitment committee composed of himself and Director Zell, committee chair Director Baskin informed the board that the committee had contacted four job search firms, three of which have responded.

    Following a thorough review of the three proposals, the committee recommends working with Koff and Associates, based in Berkeley. Among their qualifications, Koff has worked with other water districts, such as Alameda County Water District and Coastside County Water District in Half Moon Bay, more than once each.

    Unlike the other two agencies, Koff doesn't bill separately for various charges, instead using an all-inclusive single fee.

    Another feature of Koff's services is a placement guarantee - the only of the three agencies that does so - which covers the District's termination of a new hire and completion of a second new hire. This guarantee is included within the single fee and is good for one year.

    The committee proposes having a Zoom conversation with the Koff recruitment manager, Frank Rojas, who has 35 years of successful experience.

    The current plan is that the recruiter would manage all aspects of recruitment, including advertising, application intake and sifting, and initial interviews, following which a handful of qualified candidates would be shared with the District. The board would then interview the proposed candidates.

    Chairman Baskin advised the board that the committee had worked with General Manager Schmidt on updating the position's job description. Board discussion around the job description led to a consensus that Mr. Schmidt will distribute the current description to the board, each of whom will make their edits and return to the General Manager by April 6. Following integration of the board's input, the job description will be presented to the recruiter.

    Several questions were raised regarding the proposed recruiter and process:
    * What is the state of the current job market for this level of position?
    * What are the recruiter's search area parameters?
    * May the board propose questions for the recruiter?
    * How does the recruiter handle in-house applicants?
    * Will the board participate in the candidate winnowing process?

    Following further discussion, General Manager Schmidt advised that he would share with the recruiter the County's recent LAFCO report (Local Agency Formation Commission) as an excellent introduction to the District and service community.

    Director Boucke proposed the hiring of Koff and Associates subject to a recruitment committee interview with Mr. Rojas, and Director Cross seconded the proposal. The board agreed unanimously.

E.    CLOSED SESSION

Pursuant to California Government Code Section 54957, Public Employee Appointment, Title: General Manager.

F.    OPEN SESSION

The Board returned to open session at 3:15 p.m. No action was taken.

G.    ADJOURNMENT

There being no further business, the meeting adjourned at 3:23 p.m. The next regular meeting will take place on Saturday, April 16, 2022, at 9:30 a.m.
