BOARD MEETING MINUTES

SPECIAL MEETING
THURSDAY, NOVEMBER 17, 2016

A.    CALL TO ORDER/ROLL CALL

President Cross called the Special meeting of the Board of Directors of the Stinson Beach County Water District to order on Thursday, November 17, 2016, at 10:00 a.m., at the Stinson Beach County Water District office, located at 3785 Shoreline Highway, Stinson Beach, CA 94970.

B.    PUBLIC EXPRESSION

Matters not on the agenda: The Board suggested that the District's computer files be backed up to a computer at the Water Treatment Plant in case of a catastrophic event at the District Office.

C.    SETTING OF AGENDA

The agenda was unanimously adopted as set.

D.    GENERAL BUSINESS

  1. Todd Reynolds, Kennedy/Jenks Engineers will make a presentation to the board on his design and the present operation of the Sand City Desalination project in Monterey, CA.
    Todd Reynolds of Kennedy/Jenks Consultants gave an overview of the project. From 2004- 2007 the Marin Municipal Water District conducted a desalination Pilot Program. Mr. Reynolds' presentation covered the following points:

    • Desal water = taking salt out of water
    • 1,000 mg/L - 5,000 mg/L = brackish water. Brackish water is water with Total Dissolved Solids (TDS) expressed in milligrams per liter (mg/L).
    • 30,000 mg/l = seawater
    • Can be achieved by evaporation or reverse osmosis
    • Might have to add minerals
    • Membranes are new technology - for a pilot study
    • U.S. Bureau of Reclamation for permit required for pilot testing
    • Use the beach as a filter to draw the water.
    • The California Coastal Commission likes a sub-surface intake.
    • 1 gallon of water = 1/2 gallon of sea water that is twice as salty.
    • It takes seven to nine times as much energy as a conventional water treatment plant.
    • A multi-year process if we did something in a small capacity.
    • A brackish well would be the best scenario.
    • What is the chemistry of the water?
    • Manpower - needs maintenance - advanced water treatment
    • Effects of climate change would be part of the study.
    • Supply - how much you need
    • Environmental and permitting
    • Economics and public outreach
    • Public acceptance
      - Not for growth
      - Need for it


    Step 1: Update the "Water Supply and Demand Management Options" plan - update look at solar
    Step 2: Feasibility study on brackish well?
