DUE TO THE COVID-19 PANDEMIC AND IN ACCORDANCE WITH ASSEMBLY BILL 361, WHICH MODIFIES GOVERNMENT CODE 54953, THIS MEETING WILL BE CONDUCTED BY TELECONFERENCE ONLY. MEMBERS OF THE PUBLIC MAY NOT ATTEND THIS MEETING IN PERSON.

A. CALL TO ORDER

The Presiding officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

B. PUBLIC EXPRESSION

Audience members will be invited to speak regarding matters not on the agenda; the Board can not act on items brought up at this time. Audience members may also speak regarding matters on the agenda. Speakers may be limited to two minutes each.

C. SETTING OF AGENDA

The Board may adopt or revise the agenda as presented.

D. GENERAL BUSINESS

  1. Consider and reaffirm Resolution GB-2021-07 making findings pursuant to Assembly 361 that the proclaimed state of emergency continues to impact the ability to meet safely in person.

E. PUBLIC HEARING

  1. Discussion and possible direction to staff re: the establishment of the Gann Property Tax Appropriations Limit for the District for Fiscal Year 2021-2022.
  2. Discussion and possible direction to staff re: a draft resolution proposing an election be held in its jurisdiction and requesting the Board of Supervisors to consolidate with any other election conducted on said date, and requesting election services by the Marin County Elections Department.

D. GENERAL BUSINESS (cont.)

  1. Review and discussion of District variances granted in 2022, as requested at the previous board meeting.
  2. Update on the research project conducted by the Stanford University Department of Civil and Environmental Engineering.
  3. Update on the Ranch tank replacement and new well research by Allan Richards.
  4. Review and adoption of an Operations and Maintenance Budget and Capital Improvement Program Budget for Fiscal Year 2022/2023. This item is continued from the last Board meeting on Saturday, May 21, 2022.
  5. Review and adoption of a Draft Resolution Establishing an Employee Benefit Program for the Fiscal Year 2022/2023. This item is continued from the last Board meeting on Saturday, May 21, 2022.
  6. Discussion and direction to staff re: a possible lien on property located at 95 Buena Vista Avenue, for outstanding water and wastewater base fees. Karen Pandolfi, owner. Account 3650.

F. APPROVAL OF MINUTES

The Board will consider approval of draft minutes of the May 21, 2022 meeting.

G. APPROVAL OF DISBURSEMENTS

The Board will consider approval of disbursements for April 21 through May 20, 2022.

H. MANAGER'S REPORT

The General Manager may update the Board on current District projects, concerns and accomplishments.

I. COMMITTEE REPORTS/INFORMATION REVIEW

Members of the Board may report on their respective committees.

J. CORRESPONDENCE

The Board will review recent District correspondence.

K. CLOSED SESSION

Pursuant to California Government Code Section 54957, Public Employee Recruitment, Title: General Manager. .

L. ADJOURNMENT

The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
