THIS MEETING WILL BE CONDUCTED BY TELECONFERENCE ONLY. MEMBERS OF THE PUBLIC MAY NOT ATTEND THIS MEETING IN PERSON.

A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
D. PUBLIC HEARING
- Discussion and possible direction to staff re: Notice of Complete Application and Variance Hearing for a property located at 297 Seadrift Road, Stinson Beach. Loren Quaglieri and Scott Grooms, Owners. Account #7295.
- A Public Hearing of an Ordinance (2021-01) that would amend Ordinance 2014-04, revising and updating Regulations related to the protection of ground and surface water and the discharge of waste and wastewater within the District, and revisions to the standards of design, construction, replacement, and repair of individual sewage disposal systems and graywater systems and the administration of said regulations and standards, (Title IV).
- Discussion and possible direction to staff re: a proposed maintenance agreement between the District and owners of certain property sharing an easement for a private roadway located on Panoramic Highway, Stinson Beach.
- Discussion and possible direction to staff re: Appeal of the Owners of 279 Seadrift Road, Stinson Beach, of the SBCWD General Manager’s Issuance of a Revocation of the Discharge Permit dated January 25, 2021. Clyde Charlton, Owner. Account #7340.
- Discussion and possible direction to staff re: a public hearing on April 17, 2021 for a proposed increase in Recology solid waste collection rates.
E. GENERAL BUSINESS
- Presentation on the Coastal Resilience Grant by Heather Dennis, Long Range Planner, County of Marin Community Development Agency.
- Presentation on the Stinson Beach Onsite Wastewater Treatment Systems (OWTS) Climatic Adaptation Study, by CivicKnit and Rich Souza.
- Review of financial reports.
F. APPROVAL OF MINUTES
The Board will consider approval of draft minutes of the
February, 20, 2021 meeting.
G. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for January 15, 2021 through February 25, 2021.
H. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
I. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
J. CORRESPONDENCE
The Board will review recent District correspondence.
K. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
