Board of Directors - Regular Meeting
Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, June 21, 2014, at 9:30 a.m. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
D. PUBLIC HEARING
- Discussion and possible direction to staff re: a Waiver Request for replacing a failed septic system at 260 Seadrift Road, Thomas and Ellen Bauch, Owners, Acct. #06740.
- Discussion and possible direction to staff to schedule a Public Hearing at the Saturday, August 16, 2014 Board meeting, Adopt the Amended and Restated Water Rationing Ordinance, Authorize the written notice required by Proposition 218, Review the draft proposition notice, the amount and basis for the charges and penalties.
- Review and adoption of an Operations and Maintenance Budget and Capital Improvement Program Budget for Fiscal Year 2014/2015. This item is continued from the last Board meeting on Saturday, May 17, 2014.
- Review and adoption of a Resolution Establishing an Employee Benefit Program for the Fiscal Year 2014-2015. This item is continued from the last Board meeting on Saturday, May 17, 2014.
- Review and possible adoption of the 2014 Integrated Regional Water Management (IRWM) Drought Solicitation Agreement and Resolution GB-2014-00 to adopt the 2014 IRWM Plan.
E. GENERAL BUSINESS
- Presentation by Steve Ortega of the Golden Gate National Recreation Area (GGNRA) on future plans for diversion of flood water at the Park.
- Presentation by a member of the West Marin Mosquito Council (WMMC) and possible selection of a SBCWD Board member to represent the District in negotiations between the WMMC and the Marin/Sonoma Mosquito and Vector Control District.
- Review and possible direction to staff to submit the 2013 Water Quality/Consumer Confidence Report to all of the District's customers.
- Acceptance of the Bids for the Calles Pipelines Replacement Project, tentative approval of the lowest acceptable bid, tentative Notice of Award of Contract and tentative Notice to Proceed.
F. APPROVAL OF MINUTES
The Board will consider approval of draft minutes of the
May 17, 2014 meeting.
G. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for May 7, June 2, June 5, 2014.
H. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
I. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
J. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
