Board of Directors - Regular Meeting
Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, April 19, 2014, at 9:30 a.m. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
D. PUBLIC HEARING
- Discussion and possible direction to staff re: a Variance Request for a new alternative type septic system, 168/170 Seadrift Road, Christopher Bently, Owner, Acct. #6350 and 6360.
- Discussion and probable postponement of the District's Water Rationing Program as a result of additional rainfall and customer water conservation cooperation and success.
E. GENERAL BUSINESS
- Discussion and possible direction to staff to grant a Water Use Charge Reduction Request for Mrs. Caroline Todd, 71 Dipsea Road, Stinson Beach, Account #07880.
- Discussion and possible direction to staff to submit 7 grant applications to the California Department of Public Health, for water supply acquisition and planning projects for the District in response to the Governor's Drought Declaration.
- Discussion and possible direction to staff to accept the plans and specifications for the replacement of the water lines in Calle del Pinos, Calle del Pradero, Calle del Onda and Calle del Embarcadero and to proceed with the advertising and bidding process.
- Stinson Beach County Water District Resolution No. GB-2014-03, Proposing an Election be held in its jurisdiction and requesting the Board of Supervisors to consolidate with any other election conducted on said date, and requesting election services by the Marin County Elections Department.
- Stinson Beach County Water District Resolution No. GB-2014-04, whereby the Board of Directors sets forth and establishes a policy relating to the Candidate's Statement of Qualifications.
- Discussion and possible direction to staff to "opt out" of the Marin Clean Energy (MCE) program.
F. APPROVAL OF MINUTES
The Board will consider approval of draft minutes for March 12, 2014 and March 24, 2014 meetings.
G. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for March 13, 2014 and
March 27, 2014.
H. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
I. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
J. CORRESPONDENCE
The Board will review recent District correspondence.
K. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
