Board of Directors - Regular Meeting
HELD AT THE STINSON BEACH COMMUNITY CENTER LOCATED AT 30 BELVEDERE SATURDAY, FEBRUARY 15, 2014, AT 9:30 A.M. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
D. PUBLIC HEARING
- Discussion and possible adoption of an Ordinance Declaring a Water Shortage Emergency and Establishing Regulations and Restrictions for Water Rationing during the Water Shortage Emergency.
- Discussion and possible establishment of a Commercial Water Rationing Program for the Stinson Beach County Water District.
- Discussion and possible direction to staff regarding a District-wide election on June 3, 2014 to seek approval from the voters to increase the District's Property Tax Appropriations Limit.
E. GENERAL BUSINESS
- Presentation by Steve Devine, Program Manager, County of Marin, Waste Management Division re: Zero Waste Marin
- Review of the District's Basic Financial Statements and the Memorandum on Internal Controls as at June 30, 2013.
- Review proposed changes to the District’s Title IV "Onsite Wastewater Management Code" and direct staff to forward the modifications to the Regional Water Quality Control Board (RWQCB) for final approval.
F. APPROVAL OF MINUTES
The Board will consider approval of draft minutes of the
January 18, 2014 meeting.
G. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for January 23, 2014.
H. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
I. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
J. CORRESPONDENCE
The Board will review recent District correspondence.
K. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
