Board of Directors - Regular Meeting
Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, September 23, 2006 at 9:30 A.M. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
D. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
E. APPROVAL OF MINUTES
The Board will consider approval of 2006 draft minutes of the August 9
Workshop meeting, the August 19 Regular meeting, the August 19,
Special meeting, and the August 30 Special meeting.
F. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for the month of
August, 2006 and Board reimbursement requests.
G. PUBLIC HEARING
- Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 193 Seadrift Road, AP# 195-031-25, Lewis and Sheana Butler, Owners: The Board will consider a variance request.
- Consideration/Adoption of a Draft Resolution Granting a Waiver for Property Located at 90 Buena Vista, AP# 195-175-11, Eilleen Johnston, Owner: The Board will consider a waiver request.
- Consideration/Adoption of a Draft Resolution Granting a Waiver for Property Located at 23 Calle del Sierra, AP# 195-163-15, Ren'ee Jordon, Owner: The Board will consider a waiver request.
- Consideration/Adoption of a Draft Resolution Directing the Immediate Abatement of a Nuisance for Property Located at 85 Buena Vista, AP# 195-193-17, Claus Hirth, Owner: The Board will consider directing the abatement of a nuisance posing a health hazard.
- Consideration/Adoption of a Draft Resolution Appointing a Director to Fill a Vacancy on the Board of Directors: The Board will consider applications and make an appointment to fill the vacancy.
- Consideration/Adoption of Draft Resolution Approving a Contract Agreement with Janice Payne to Perform Bookkeeping Services: The Board will consider the contract.
- Consideration/Adoption of Draft Resolution Approving a Contract Amendment with WRA, Inc. in the Amount of $6,000.00 for Services Related to OES and FEMA Projects: The Board will consider the contract.
H. GENERAL BUSINESS
- Consideration of a Water Use Charge Reduction Request for Property Located at 186 Seadrift Road, AP# 195-031-06, Garrett Sutton, John Sutton, and Mike Puccinelli, Owners: The Board will consider a request to grant a water use charge reduction.
- Review/Consider WFI/Cingular Letter of Intent Submittal and Cell Phone Tower Proposal: The Board will review an owner authorization agreement with new Cingular wireless/cell phone tower proposed project.
- Discussion of District Communication Procedures: The Board will review ongoing lines of contact, communications, and procedures related to communications with District staff, contractors, etc.
- Review/Consider Transitional Plan Proposal from Ms. Raven Schauf: The Board will consider the proposal.
- Review of the January - June, 2006 Semi-Annual Wastewater Report: The Board will review and comment on the District's Semi- annual Wastewater Report.
I. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
J. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.

Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
