Board of Directors - Regular Meeting
Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, May 20, 2006 at 9:30 A.M. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
D. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
E. APPROVAL OF MINUTES
The Board will consider approval of draft minutes of the April 5, and
April 15, 2006 meetings.
F. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for the month of
April, 2006 and reimbursement requests for meeting attendance.
G. PUBLIC HEARING
- Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 6976 Panoramic, AP# 195-233-09, Robert Belli, Owner, Robert Finn, Agent: The Board will consider a variance request.
- Consideration/Adoption of a Draft Resolution Granting a Waiver for Property Located at 134 Seadrift Road, AP# 195-041-39, Hao Family Trust, Owners, Kenneth Hao, Trustee: The Board will consider a waiver request.
- Consideration/Adoption of a Draft Resolution Directing the Immediate Abatement of a Nuisance for Property Located at 136 Buena Vista, AP# 195-174-13, Nancy Olin, Owner: The Board will consider directing the abatement of a nuisance posing a health hazard.
- Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance for Property Located at 75 Buena Vista, AP# 195-193-19, Michael Garsva, Owner: The Board will consider directing the abatement of a nuisance due to failure to obtain required permits.
- Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance for Property Located at 187/189 Dipsea Road, AP# 195-320-76, Robert and Juliann Temer, Owners: The Board will consider directing the abatement of a nuisance due to failure to obtain required permits.
- Consideration/Adoption of a Draft Resolution Approving an Agreement to Accept an Easement for Properties Located at 107 Buena Vista, AP# 195-191-31, Sarah Folsom and Paul Lesniak, Owners, 111 Buena Vista, AP# 195-191-09, Steven Segal, Owner, and 119 Buena Vista, AP# 195-191-06, Audrey E. Mull Family Trust, Owner: The Board will consider a Resolution accepting an easement.
- Consideration/Adoption of a Draft Resolution Approving a Contract Agreement with Stetson Engineers in the Amount of $36,200: The Board will consider a contract for preparation of plans to rebuild storm damaged facilities.
- Consideration/Adoption of a Draft Resolution Proposing an Election be Held to Fill Two Seats on the SBCWD Board of Directors and Requesting that the Election be Consolidated with the County Election in November of 2006.
- Consideration/Adoption of a Draft Resolution Allowing the Use of Temporary Chemical Toilets at Property Located at 15 Calle del Mar, George and Joanne Hasler, Owners, Jeffrey Trotter, Agent.
H. GENERAL BUSINESS
- Review of District Candidate Statement Policy.
- Review/Discussion of the Fiscal 2006-2007 Draft Budget: The Board will review the initial Draft Budget.
I. CLOSED SESSION/RETURN TO OPEN SESSION
- Review of Public Employee Matters: The Board will meet in closed session pursuant to Government Code section 54957 to discuss the General Manager's performance and contract.The Board will return to Open Session and disclose any action taken as required under Government Code Section 5497.1.
J. COMMITTEE REPORTS/INFORMATION REVIEW
Members of the Board may report on their respective committees.
K. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.
Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
