Board of Directors - Regular Meeting
Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, October 23, 2004 at 9:30 A.M. Please note that this agenda is subject to change.
A. CALL TO ORDER
The Presiding officer will call the meeting to order and call the roll of members to determine the
presence of a quorum.
B. PUBLIC EXPRESSION
Audience members will be invited to speak regarding matters not
on the agenda; the Board can not act on items brought up at this
time. Audience members may also speak regarding matters on
the agenda. Speakers may be limited to two minutes each.
C. SETTING OF AGENDA
The Board may adopt or revise the agenda as presented.
D. APPROVAL OF MINUTES
The Board will consider approval of draft minutes of the
September 8, and September 18, 2004 meetings.
E. APPROVAL OF DISBURSEMENTS
The Board will consider approval of disbursements for the month of September, 2004.
F. FINANCIAL STATEMENTS
The Board will review the Financial Statements ending September 30, 2004.
G. PUBLIC HEARING
- Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 19 Calle del Occidente, AP# 195- 132-22, Emily and Stuart Dvorin, Owners: The Board will consider a variance request to use a special system and to reduce the setback to a property line.
- Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 144 Seadrift Road, AP# 195-041- 15, Richard Volk, Owner: The Board will consider a variance request to use a special system.
- Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 7000 Panoramic Highway, AP# 195-233-10, Wendy Hunt, Owner: The Board will consider a variance request to use a special system and to mitigate the minimum percolation rate.
- Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance for Property Located at 23 Calle del Sierra, AP# 195-163-15, Honey Metcalf, Owner: The Board will consider directing the abatement of a nuisance due to failure of a wastewater system.
- Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance for Property Located at 5 Calle del Sierra, AP# 195-163-21, Kevin and Sheila Lorne, Owners: The Board will consider directing the abatement of a nuisance due to failure of a wastewater system.
- Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance for Property Located at 116 Calle del Arroyo, AP# 195-101-07, Martin Lynch and Eileen Carey, Owners: The Board will consider directing the abatement of a nuisance due to failure of a wastewater system.
- Consideration/Adoption of a Draft Resolution Supporting Proposition 1A: The Board will consider posting a public notice and adopting a resolution supporting a bipartisan measure to restrict the ability of the Legislature to take and use local government revenues for State purposes.
H. GENERAL BUSINESS
- Final Review of the Stinson Beach County Water District Draft Title IV Onsite Wastewater Policy: The Board will review the final draft of Title IV prior to submittal to the County of Marin, State Clearing House and District counsel for final review and approval.
- Review of Measure A: The Board will review a measure to improve transportation in Marin County and will consider endorsement.
I. COMMITTEE REPORTS
Members of the Board may report on their respective committees.
J. MANAGER'S REPORT
The General Manager may update the Board on current District projects, concerns and accomplishments.
K. ADJOURNMENT
The Board will consider a motion to adjourn the meeting.
Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
