Stinson Beach County Water District
Board of Directors - Regular Meeting

Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, March 22, 2003 at 9:30 A.M. Please note that this agenda is subject to change.

A. CALL TO ORDER

The Presiding officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

B. PUBLIC EXPRESSION

Audience members will be invited to speak regarding matters not on the agenda; the Board can not act on items brought up at this time. Audience members may also speak regarding matters on the agenda. Speakers may be limited to two minutes each.

C. SETTING OF AGENDA

The Board may adopt or revise the agenda as presented.

D. APPROVAL OF MINUTES

The Board will consider approval of draft minutes of the February 5 and February 22, 2003 meetings.

E. APPROVAL OF DISBURSEMENTS

The Board will consider approval of disbursements for the month of February, 2003.

F. PUBLIC HEARING

  1. Consideration/Adoption of a Draft Resolution Granting a Variance for Property Located at 5 Sacramento Patio, AP# 195- 064-11, Matthew Field, owner: The Board will consider a Variance request to Wastewater Code pertaining to the use of alternative wastewater systems design.
  2. Consideration/Adoption of a Draft Resolution Granting a Waiver for Property Located at 128 Calle del Mar, AP# 195-193-18, Henry and Samruay Airey Trust, Owners, Bob Airey-Van Diem, Agent: The Board will consider a Waiver request to Wastewater Codes pertaining to the use of alternative wastewater system, setbacks, septic tank construction and separate system requirement for each parcel.
  3. Consideration/Adoption of a Draft Resolution Granting a Waiver for Property Located at 122 and 124 Calle del Mar, AP# 195-193-14 and 195-193-15, Henry and Samruay Airey Trust, Owners, Bob Airey-Van Diem, Agent: The Board will consider a Waiver request to Wastewater Codes pertaining to the use of alternative wastewater system and setbacks.
  4. Consideration/Adoption of a Draft Resolution Directing Abatement of a Nuisance at 40 Calle del Ribera, AP# 195-133-05, John and Susan King, Owners: The Board will consider adoption of an abatement resolution.
  5. Consideration/Adoption of a Draft Resolution Granting a Variance Request to Install a Temporary Water Meter at 15 Calle del Mar, AP# 195-192-07, George and Joanne Hasler Trust, Owners, Jeffrey Trotter, Shakespeare at Stinson, Agent: The Board will consider a Variance request to Water Codes pertaining to multiple service and temporary service.

G. GENERAL BUSINESS

  1. Presentation by William E. Motzer, PhD., of Todd Engineers Regarding Coliform Source Identification Findings.
  2. Consideration of a Water Use Charge Reduction Request for Property Located at 95 Dipsea Road, AP# 195-070-01, Judy LeMarr, owner: The Board will consider granting a water use charge reduction.
  3. Preliminary Review of Draft Budget Schedules and Rates and Charges.

H. CLOSED SESSION

  1. Review of Employee Matters; Conference with Labor Negotiator:
    A. CLOSED SESSION: The Board and General Manager will meet in closed session under Government Code Section 54957.6 in order to discuss labor negotiations, to discuss proposed 2003-2004 employees salary and benefit schedule, to review the General Manager's performance and to consider appointing a representative for negotiation regarding salary and terms of employment of the General Manager.
    B. OPEN SESSION: The Board will return to open session and report actions taken (if any) as required by Government Code Section 54957.1.

I. COMMITTEE REPORTS

Members of the Board may report on their respective committees.

J. MANAGER'S REPORT

The General Manager may update the Board on current District projects, concerns and accomplishments.

K. ADJOURNMENT

The Board will consider a motion to adjourn the meeting.



Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
