Stinson Beach County Water District
Board of Directors - Regular Meeting

Held at the Stinson Beach County Water District Office at 3785 Shoreline Highway Saturday, January 25, 2003 at 9:30 A.M. Please note that this agenda is subject to change.

A. CALL TO ORDER

The Presiding officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

B. PUBLIC EXPRESSION

Audience members will be invited to speak regarding matters not on the agenda; the Board can not act on items brought up at this time. Audience members may also speak regarding matters on the agenda. Speakers may be limited to two minutes each.

C. SETTING OF AGENDA

The Board may adopt or revise the agenda as presented.

D. APPROVAL OF MINUTES

The Board will consider approval of draft minutes of the December 14, 2002 meeting.

E. APPROVAL OF DISBURSEMENTS

The Board will consider approval of disbursements for the month of December, 2002.

F. FINANCIAL STATEMENTS

The Board will review the second quarter Financial Statements for the Fiscal Year 2002-2003.

G. PUBLIC HEARING

  1. Consideration/Adoption of Draft Resolution Granting a Waiver for Property Located at 35 Laurel Avenue, AP# 195-175-26, Wendy Crowell, owner: The Board will consider a Waiver request to Wastewater Codes pertaining to the use of alternative wastewater systems, setbacks and septic tank standards.
  2. Consideration/Adoption of a Draft Resolution Directing the Abatement of a Nuisance at 187 Dipsea Road, AP# 165-320-76, Robert and Juliann Temer, owners: The Board will consider adoption of an abatement resolution.
  3. Consideration/Adoption of a Draft Resolution Amending Todd Engineers Contract for Engineering Services: The Board will consider amending a contract to include development and drilling of Alder Grove #2 replacement well.

H. GENERAL BUSINESS

  1. Consideration of a Request to Consider a High Water Use Billing Reduction at Property Located at 7230 Panoramic, AP# 195- 040-49, Terry and Valerie Houlihan, owners: The Board will consider a request for a water bill reduction.
  2. Discussion Regarding a Failed Wastewater System at the Stinson Beach Community Center: The Board will discuss financial options regarding repair of a wastewater system located at 30 Belvedere Avenue.
  3. Review of Board Committees: The Board will review current Board committees and may choose to create new committees.

I. COMMITTEE REPORTS

Members of the Board may report on their respective committees.

J. MANAGER'S REPORT

The General Manager may update the Board on current District projects, concerns and accomplishments.

K. ADJOURNMENT

The Board will consider a motion to adjourn the meeting.



Notice regarding Rights of Appeal: Persons who are dissatisfied with the decisions of the SBCWD Board of Directors have the right to have the decision reviewed by a State Court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits the time within which the decision may be judicially challenged to 90 days.
